'Sub Rosa' is a confidential, high level, European policy discussion forum sponsored by an informal partnership between the Scottish Executive and the two government Development Agencies for Scotland - Scottish Enterprise and Highlands and Islands Enterprise. The exercise is intended as a Scotland-led contribution to the EU policy formulation process. The aim is to provide a facility where senior European Commission officials could have an opportunity - in a totally confidential setting - to exchange views with, and receive ideas from, key academics and practitioners selected from a wide range of Member States and regions. The first 'Sub Rosa' took place in September 2000 and examined 'European Regional Policy after Enlargement'. The second event took place in June 2003 under the title 'Regional Policies after 2006 - complementarity or conflict?' On 27 April 2004, a Sub Rosa discussion forum was held to inform the debate on subsidiarity in light of the draft Constitutional Treaty. Participants included officials from the European Commission, the Council, the European Parliament, the Committee of the Regions, the European Court of Justice, the Council of Europe, national governments, Brussels Offices of regions represented in the Association of regions with Legislative Powers (REGLEG), representatives of local and regional authorities and academics. |
