SH&E Ltd was appointed by the European Commission to undertake a factual review of the impact of Council Directive 96/67/EC on the liberalisation of the ground handling market at Community airports. This review was intended to allow the Commission to prepare a report and to draw policy conclusions based on the information gathered during this study.

The objective of the study is to supply the Commission with information relating to the application of the Directive – in particular concerning the number of handlers at the airport and the criteria on basis of which handlers have been selected – and the consequences of the opening up, especially in terms of employment, prices and quality of service”. This Final Report is submitted in accordance with the requirement for such a report ten months after contract signature.
