Structural funds 2007-2013: what will remain of social innovation and past learning? EAPN comments on the Commission’s communication on programming documents

On 14th May 2008 the European Commission published a communication on the results of negotiations around structural funds’ programming documents.

This document is the EAPN’s reaction to the Commission’s communication, and recommendations on how to strengthen structural funds’ contribution to the fight against poverty and social exclusion.

While it appears too early to make a first assessment of how the programming documents will be implemented in practice, EAPN is concerned that the 2007-2013 programming period will, in a number of Member States, be characterized by a failure to learn lessons from the past and become tools for social innovation.
