A joint initiative between France and Germany on the future of Europe is likely to be discussed at the Convention on the Future of Europe on 20-21 January 2003. One of the proposals in the initiative is the creation of a new post of European Union Foreign Minister who would be responsible to national governments on foreign and defence policy as well as serving as a member of the Commission. There appears to be a growing consensus for such a post. |
