During a visit to Edinburgh on 27 August 2002 the UK Foreign Secretary, Jack Straw, refused requests to pose holding a euro note, saying he did not wish to look like he was 'campaigning' for British entry to the single currency. Mr Straw's UK tour has been characterised by the Foreign Office as 'arguing the case for a positive and confident' UK engagement in Europe. In a speech to the Edinburgh Chamber of Commerce, Mr Straw gave Britain's first explicit backing for a written European Union constitution
