The head of DGIA's (external relations) human rights and democracy programme, Daniela Napoli, is finding empire-building a tough task.

In her bid to centralise all the Commission's democracy programmes, she managed to annex both Phare and Tacis experts in the field this February, despite limited resistance.

But the head of DGIA's Directorate D, Catherine Day, is refusing to allow her human rights official for ex-Yugoslavia to enter Napoli territory, with the result that while the Italian controls the money, Day controls the manpower.
