The European Commission decided on 27 July 2016 to recommend the cancellation of the fine which was to be applied to Portugal and Spain as a result of their failure to bring down their excessive budget deficits. The Commission also recommended a new fiscal adjustment path for both countries.

This announcement followed the decision of the Council of the European Union on 12 July 2016, when it had been found that the two Iberian countries had not taken effective action in response to its recommendations on measures to correct their excessive deficits.

It was up to the Council to adopt, amend or reject these recommendations. Regarding the suspension of part of the commitments of Structural Funds for 2017, a decision would be made later on following the structured dialogue with the European Parliament.
