With the clock ticking for Europe's duty free industry - the cross-border perk is set to be abolished within the EU in mid-1999 - the battle being fought to save the system is getting increasingly dirty.

Financial Services Commissioner Mario Monti, who has been cast in the role of executioner by the industry, has no doubt that the deep pockets of the duty free lobby funded a recent attack on Commission officials' annual 45-ecu duty-free allowance.

The lobby is shouting 'not guilty' from the rooftops and says that the Commission is trying to dodge the real issues and being over sensitive about its own officials “many” perks.
