Romano Prodi, President of the European Commission made a speech on the 16 May 2002.

In this speech, he underlined that that the Association Agreement between Latin America and the European Union has been possible thanks to the great political commitment and would on both sides. It marked an important moment in our relations with the Latin American continent since it is the first time we conclude any such wide coverage agreement with a Latin American country.

This Association Agreement covered all the main aspects of the EU-Chile relations. Through political dialogue it would enable the EU and Chile to promote common values and concrete common actions on the international scene. And this is not a minor aspect in an international or regional context marked by breaches of core principles such as multilateralism, democracy, the rule of law and the respect for human rights.
