Speech at EU Side Event: “Investing in partnership, a European External Investment Plan”

On the 21 September 2016, a speech was delivered by the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, Federica Mogherini, at the European Union Side Event: : "Investing in partnership, a European External Investment Plan" aimed at how to manage migration and the refugee flows.
