Abstract:

This report evaluates whether EU support - about 1,2 billion euro over the 2007–13 period - was effective in preparing Serbia for EU membership.

The audited projects delivered their planned outputs although they suffered from weaknesses regarding their design, implementation and sustainability.

Overall, the the European Court of Auditors concludes that the European Commission is rightly putting emphasis on governance issues in planning its assistance to Serbia, and that EU support effectively helps Serbia to implement structural reforms and improve public finance management.
