Abstract: The European Union launched its chemical, biological, radiological and nuclear (CBRN) Centres of Excellence initiative in May 2010. The initiative is designed to strengthen the institutional capacity of non-EU countries to mitigate CBRN risks which, if not countered, may constitute a threat to the EU. The Court’s audit assessed whether the EU CBRN Centres of Excellence initiative can contribute effectively to mitigating risks of this kind from outside the EU. It concludes that the initiative can contribute effectively to mitigating chemical, biological, radiological and nuclear risks from outside the EU, but several elements still need to be finalised. The Court makes a number of recommendations which the EEAS and the Commission should take into account to further develop the initiative and ensure its sustainability. |
