Abstract: The aim of the External Borders Fund (EBF) is to help Member States ensure uniform, effective and efficient controls at their common external borders. The Court’s audit examined the EBF’s effectiveness and the achievement of its objectives. The Court found that the EBF has fostered financial solidarity by concentrating assistance on Member States who bear a heavier financial burden. However, further EU added value was limited, and the overall result could not be measured due to weaknesses in monitoring and ex post evaluations. Furthermore, the audit found serious weaknesses in the management of the fund in key Member States, which might mean that border management is not adequately strengthened where it is most needed |
