At an estimate of 6.2 million, the Roma population is the EU’s largest ethnic minority. But it is mostly marginalised.

This report assesses whether EU policy initiatives and financial support in Bulgaria, Spain, Hungary and Romania have contributed effectively to Roma integration. Some 1.5 billion euros has been earmarked for the integration of marginalised communities such as Roma between 2014 and 2020.

We found that while the European Commission has made significant progress in setting out policy initiatives to promote Roma integration, obstacles and dilemmas remain and additional efforts are required at both Commission and Member State level.
