Abstract:

This ECA Special Report 'Is the new European Neighbourhood and Partnership Instrument successfully launched and achieving results in the Southern Caucasus (Armenia, Azerbaijan and Georgia)?' examines the design and the achievements of the first annual action programmes. It also looks at the exploitation of the delivery tools available under the new instrument. The report contains detailed recommendations which could help the European Commission increase the effectiveness of support given to the three countries.
