Abstract:

Overcapacity of the EU’s fishing fleets has undermined the sustainability of fish stocks and the viability of the fishing sector for many years.

This report examines the EU’s measures to reduce fishing overcapacity. It concludes that the measures taken to date have failed, gives reasons for this failure, and makes recommendations for tackling these persistent failures.
