Abstract:Improving the availability and quality of education is a major factor in the global fight against poverty, reflected in the United Nations Millennium Development Goals. This special report from the European Court of Auditors assesses whether EU development assistance in sub-Saharan Africa and South Asia has helped to improve the accessibility and quality of basic education and examines how the European Commission programmed and monitored its spending. The report concludes that EU assistance achieved some of the expected improvements in basic education in those regions but less than intended, and that the Commission’s management did not consistently ensure appropriate programming and implementation of aid. The report contains recommendations which are aimed at helping the Commission to improve the management of EU development assistance for education. |
