Summary: In this report the Court examines whether the Commission’s support to the former Yugoslav Republic of Macedonia has contributed effectively towards building up the administrative capacity of the country to prepare it for membership of the EU. The Court concludes that there was relatively limited progress during the period audited (2007-2013). This was largely due to insufficient political will in the country to tackle some of the obstacles to strengthening administrative capacity and to reduced leverage in key areas for the Commission in the absence of a framework for accession negotiations. At the same time, the Court points to shortcomings in the Commission’s management of the audited projects. |
