Summary: Technical assistance traditionally means the provision of expertise and funding to support government departments in the implementation of policy. In this audit, the European Court of Auditors examined how the European Union spending on technical assistance was used in the area of agriculture and rural development during 2007-2013. It found that there has been a move away from a ‘capacity-building’ understanding of TA towards support for regular administrative costs. For this reason, and because of the absence of a suitable performance framework, neither the European Commission nor the Member States are able to demonstrate how well technical assistance has contributed to the impact of the Common Agricultural Policy. |
