Abstract: Egypt is one of the main beneficiaries of assistance of the European neighbourhood and partnership instrument (ENPI). This report addressed the question of whether the European Commission and the European external action service managed effectively the EU support to improve governance in Egypt before and after the 2011 uprising. It focused on key areas of governance: human rights and democracy, public finance management and the fight against corruption. It concludes that overall the Commission and EEAS have not been able to manage EU support to improve governance in Egypt effectively. This was partly due to the difficult conditions they have faced in Egypt but also to shortcomings in the way the Commission and EEAS have managed their cooperation with Egypt. |
