Abstract:One of the financial instruments established under the Competitiveness and Innovation Framework Programme of the European Union is the SME Guarantee Facility. In this report, the Court examines the Facility‘s design and planning, the management of its operations and the achievement of its objectives in order to assess its effectiveness. While the Commission has already made significant progress compared to the previous programmes, further improvements are recommended concerning the design, the operational management and for measuring the achievements of the Facility |
