Spain's energy regulator, the National Energy Commission, is likely to demand that Germany's Eon sell its Ruhrgas unit as a condition for authorising Eon's takeover of Endesa, Spain's biggest electricity company, according to a draft report seen by Spanish journalists. In addition, other conditions are likely to be imposed which are, it is claimed, will make the German company walk away from the proposed takeover. The Spanish government opposes the takeover but needs to ensure it does not break EU rules on the free movement of capital.
