Summary: In December 2008, the European Union adopted a draft Code of Conduct for Outer Space Activities. This signals an important change of strategy in the field of space security. As long as the risks demonstrated by the Chinese test remain in everyone’s minds, the adoption of such a Code by the international community seems possible. By suggesting to the world that space should not be weaponized, Europe makes more remote the risk of future dangerous escalation and gives concrete substance to a major strategic development. The EU has rarely played such a decisive role in the strategic affairs of the world. With the Code of Conduct in Space, Europe becomes an influential actor in strategic matters, which is an important first. |
