The Commission has been considering legislation to complement the 1994 Works Council Directive, which deals with worker consultation in major pan-European firms, for some time, but the issue has been given an added sense of urgency following the Renault-Vilvoorde crisis. “The extensive analyses carried out by the Commission make a convincing case for EU action to complete and fill in a number of gaps in this field,” said Flynn.
