The Council of Europe set up the Education for Democratic Citizenship (EDC) project in 1997. In doing so, the governments of Europe stressed the importance of education for democratic citizenship as an urgent means to counteract expanding alienation from political institutions, xenophobia, racism, social exclusion, the culture of violence, the denial of human rights and the lack of concern for European heritage and the environment. 'Sites of citizenship' involve the management of democratic life. They are initiatives taken at various levels eg schools, workplaces where the participants give everyday meaning to modern democratic citizenship. |
