Single Market Action Plan. The Commission published its latest assessment of its Single Market Action Plan on 23.2.99. While significant progress has been made in terms of implementation of legislation, and with the adoption of new legislation in the areas of electronic commerce, protecting biotechnology inventions, conditional access services, gas liberalisation and direct taxation, progress has been disappointing in a number of other areas such as patents, construction products and conformity marking, the pace of the SLIM initiative recommendations (see also COM (1999)88 final), getting rid of tax barriers, state aid and the proposed European Company Statute.
