Single Market programme:
Internal Market Council, Brussels, 30.3.98. The Council held a debate on three key issues of the Action Plan for the Single Market: implementation of the Plan; the state of transposition, application and effective implementation of internal market legislation; and the functioning of the principle of mutual recognition. The Council also discussed the Commission's Communication on Business Test Panels (see below) and the third phase of SLIM (Legislative simplification).

The Council held an extensive exchange of views on the proposal for a Regulation creating a Commission intervention mechanism for the elimination of certain obstacles to trade. It also took note of the progress achieved so far concerning the draft Regulation on the Statute for a European Company (the proposal was introduced over twenty years ago).

The Council took note of the Commission proposal for a Directive on the harmonisation of certain aspects of copyright and related rights in the Information Society, and also on the Commission's Communications on public procurement, on commercial communications and the Year 2000 computer problem.
