Single Market programme: Internal Market Council, Brussels, 24.9.98. The Commission adopted the following conclusions that 'the complete effective, efficient and timely implementation of Directives in all Member States as well as the proper and efficient enforcement of Community rules is a basic precondition for the smooth operation of the single market and that in this regard intensified administrative co-operation is needed between the Member States and with the Commission'. The Commission announced that it would be issuing a Communication on the follow-up to the Green Paper on patents soon, which would propose a Regulation establishing a unitary Community patent, a degree of harmonisation of national patents and the modernisation of existing national systems. The Council examined, in an initial policy debate, the possible approximation of national legal arrangements for the protection of inventions by utility model. The Council held a discussion on the consequences of the ECJ judgment in Case C-335/96 (Silhouette) (parallel imports and trade marks rights).
