Single Market programme: Internal Market Council, Brussels, 18.5.98. In connection with a general discussion on issues associated with the Action Plan for the Internal Market, the fourth phase of the SLIM Initiative (Simpler Legislation for the Internal Market) was announced covering electro-magnetic compatibility, social security co-ordination rules and insurance. The Council took note of the presentation by the Commission of the report of the BEST Task Force (Business Environment Simplification Task Force). The Council reached political agreement on a Regulation on the functioning of the internal market in relation to the free movement of goods among the Member States (and a Resolution on the same subject). The Council held an orientation debate on the amended proposal for a Regulation on the Statute for a European Company (SE). The Council reached political agreement by a qualified majority on a common position regarding the proposed Directive on the recognition of qualifications in the sectors of commerce, industry and small crafts. The Council reached political agreement on a common position on the proposal for a Directive concerning the legal protection of services based on, or consisting of, conditional access. The Council examined a Presidency compromise on a proposed Regulation concerning the compulsory indication on the labelling of certain foodstuffs produced from genetically modified organisms, and discussed the state of play concerning the proposal for a Directive relating to cocoa and chocolate products. The Council adopted conclusions concerning the effective operation of the Single Market for pharmaceuticals, and on the efficiency and accountability of European standardisation.
