Open Europe published in December 2015 a new report calling for a collective veto right for national parliaments over EU laws – a red card. While this demand is already part of UK Prime Minister David Cameron’s formal EU renegotiation objectives, there is a risk that the bar will be set too low. Open Europe has therefore set out five criteria for creating a red card which would be binding and effective.
