Israel's Prime Minister, Ariel Sharon, told a European Union delegation on 18 November 2001, that he would only discuss peace with the Palestinians when terror ended and calm prevailed. EU delegates had been trying to persuade Mr Sharon not to insist on a seven-day period of total quiet before resuming negotiations.
