Setback for EU as members opt out of takeover rules

According to two new surveys, one from the European Group for Investor Protection, and the other from law firm Freshfields Bruckhaus Deringer, the Takeover Directive (which must be implemented by Member States by 20 May 2006) allows EU counries to opt out of rules on takeover defences and most Member States are doing just that.
