Further information: In 2014 the Commission adopted a Communication on the EU Strategy and Action Plan for customs risk management. The strategy identified a number of key objectives underpinned by the overall aim of reaching a high-quality, multi-layered approach to risk management which is effective and efficient. The Action Plan detailed a series of measures to be taken for each objective. The Commission presented in July 2016 the first progress report on the implementation of the EU Strategy and Action Plan for customs risk management. In December 2016, the Council invited the Commission to present a second progress report on the implementation of the EU Strategy and Action Plan for customs risk management within eighteen months, and to develop an efficient reporting mechanism to measure the impact of the outcome and results of specific actions. This second progress report constitutes the Commission’s response to that request. Like the previous report, this report provides an overall qualitative assessment of the implementation of the Strategy, by explaining the progress made under each of the seven key objectives since the publication of the first report. It should be noted that this report is not an evaluation, neither is it a reflection on the future of the Strategy after the current exercise. Moreover, the report does not include any proposals to change the current Strategy. The Commission Staff Working Document annexed to this report provides further information on the progress made in the implementation of the individual actions and sub-actions. |
