Romano Prodi, the President of the European Commission, 1999-2004, set up an Independent High-Level Study Group to analyse the implications of two strategic goals 1) Making a success of the Lisbon Agenda; 2) Making a success of enlargement. The Group was intended to review the entire system of EU economic policies and propose a coherent strategy for faster growth with stability and cohesion in the enlarged EU. The Group reported in July 2003. The report proved controversial especially in regards to its proposals in the area of regional policy.
