Russian security set for overhaul

In the wake of the bloody outcome of the school siege in Beslan, North Ossetia, Russian President Vladimir Putin has blamed the police and defence forces for allowing the terror attack. Mr Putin has called for the creation of a crisis-management system for Russia and said he wanted to create a blueprint for co-ordinating 'force and other means' for bringing the northern Caucasus under control.
