Dnevnik, EurActiv's partner in Bulgaria, reported in July 2011 that Russia was trying new tactics by taking Bulgaria to court in a bid to speed up construction of the Belene nuclear power plant, the first in the EU that is fully reliant on Russian technology.

Bulgarians voted on the 27 January 2013 in favour of building a new nuclear power plant in their first referendum in the post-communist era. However, due to the low turnout, the referendum result was not binding and the matter was referred to its Parliament.
