The Russian Government has rejected comments by US Secretary of State Colin Powell in which he says that President Putin's plans to overhaul national security, announced on 13 September 2004, could undermine the democratic reform process. The European Commissioner for External Relations, Chris Patten, supported Mr Powell's remarks. |
