EUObserver reported that Russian energy officials were
lobbying the EU in the spring of 2011 to grant the Gazprom-led South Stream exemptions from EU competition and gas market rules. Energy Commissioner Gunther Oettinger said the rival, EU-backed Nabucco project remained a priority, but indicated that some concessions were possible.

Gazprom held an event in Brussels on the 25 May 2011 to promote its South Stream gas pipeline.
