The Russian chief prosecutor's office accepted a request from two members of Russia's parliament to examine whether the Soviet Union acted legally when it recognised the Baltic states' independence in 1991.

Officials from the countries in the Baltic region refused to give any importance to this decision, calling it a 'provocation' and 'legally absurd'. There are large ethnic Russian minorities in Estonia and Latvia, while Lithuania has a smaller ethnic Russian minority.
