Riding the digital wave – The impact of cyber capacity building on human development

This report offers a valuable contribution to shaping the EU’s posture on capacity building. By promoting a development-focused approach to the issue, it provides a valuable alternative to the predominantly threat-oriented narrative about cybersecurity. The authors address security not as an end in itself but rather as a means towards social, economic and political development.
