The European Union's common agricultural policy (CAP), blamed for burdening taxpayers with huge surpluses in the form of grain mountains and wine lakes, is now charged with producing another incubus - a rice mountain. Wildlife experts say attempts by the EU to reduce the size of its rice surplus spell ruin for many bird species.
