Restructuring of the Hungarian social protection system: Evaluation of the 2015 decision to delivering benefits locally

The ESPN Flash Reports are produced by the European Social Policy Network (ESPN) established in 2014 to provide the European Commission with independent information, analysis and expertise on social policies. The topics presented in the Flash Reports are identified by ESPN experts in the light of significant developments in their countries, or in some cases suggested by the Commission.

In March 2015, the Hungarian social protection system was restructured, separating income- and expense-compensation provisions. The latter is now being provided on the basis of local decrees. The changes have not resulted in a system which can better guarantee a uniform and minimally adequate living standard to those in need.
