ERT is increasingly concerned at the slowness of Europe's progress towards the Lisbon goal, agreed by the European Council in March 2000, to make Europe 'the most competitive and dynamic knowledge-based economy in the world' by 2010. Three years on, many of the Lisbon targets have not been met on time, putting the overall programme in peril. Moreover, last year in Barcelona, the European Council added a further target: that European investment in R&D should be increased from the current level of 1.9% GDP to approaching 3% in 2010. Having closely examined the Barcelona target, ERT Members believe that it is unrealistic in the timeframe without a dramatic reappraisal of Europe's approach to innovation and its framework conditions for business. ERT proposals for such a reappraisal are detailed in its message to the European Council, entitled 'The European Challenge', published in advance of the Spring 2003 European Council in Brussels.
