A draft report from the European Parliament published on 19 January 2015 by the German MEP Julia Reda recommended an improvement 'of the negotiating position of authors and performers in relation to other rights-holders and intermediaries'.

The report anticipated a proposal from the European Commission to reform copyright law which was set to be tabled early in 2016. This reform forms part of the priority Digital Single Market strategy the EC planned as a priority (click here
for more information on the DSM).

As of 2015, European rules state that individual countries can lay down limitations and exceptions in their national legislation in order to define the appropriate balance between remunerating authors (including publishers) for their work, and exploiting the potential of content.

In this context, private copying levy became a subject of friction between rights holders and distributors when discussion the reform of EU copyright rules (click here for more information).
