Regulation (EU) No 70/2012 covers statistical returns in respect of the carriage of goods by road. It contributes to the backbone of transport statistics in the European Union (EU), and it is the legal basis for collecting a wide range of data on road freight transport. Article 7 of this Act specifies that the European Commission must submit a report to the co-legislators on the implementation of the Regulation and on future developments ever three years.

This report is the fourth report that fulfils this requirement. The first section outlines the background, policy context and coverage of the Regulation. The second section describes its implementation by the Member States and the Commission (Eurostat), the Member States’ burden and costs regarding data collection, methodological and data-quality issues, and the various means of publishing road freight transport statistics. The last two sections refer to possible future developments of road freight transport statistics and provide the main conclusions of the report.
