The European Parliament's plenary session endorsed on 25 October 2016 a report urging the European Commission to set up a binding mechanism to monitor and report annually on member states' records regarding the state of democracy, the rule of law and fundamental rights. This would bring to an end the 'crisis-driven' approach to perceived breaches in those fields.

Through this report, the Parliament asked the Commission to present a proposal within a year for a Union Pact for Democracy, the Rule of Law and Fundamental Rights in the form of an inter-institutional agreement aligning and complementing existing mechanisms.
