Report on the application of Regulation (EU) No 211/2011 on the citizens’ initiative

Since this tool entered into force in 2012, an estimated 9 million Europeans from all 28 Member States has thus far supported a European Citizens' Initiative. Four successful initiatives collected over 1 million signatures each and the European Commission committed to follow-up actions on 3 of them.

Background information:

European Citizens' Initiatives were introduced with the Lisbon Treaty and launched as an agenda-setting tool in the hands of citizens in April 2012, upon the entry into force of the European Citizens' Initiative Regulation which implements the Treaty provisions.

Once formally registered, a European Citizens' Initiative allows one million citizens from at least one quarter of EU Member States to invite the European Commission to propose a legal act in areas where the Commission has the power to do so.

The European Commission adopted on 28 March 2018 its second report on the application of the European Citizens' Initiative Regulation.
