On 31 July 2002, an advisory group was set up to report to the Joint Committee on European Affairs of the Parliament of Ireland. The purpose of the group was 'to examine the role of the European Union (EU) in its relations with developing countries' and 'to provide proposals for consideration by the Committee for recommendation to the Government for possible incorporation as part of the programme of the Irish Presidency of the EU in 2004'.
