Report from the Commission to the European Parliament and the Council on progress in Romania under the Co-operation and Verification Mechanism

Summary:

The Cooperation and Verification Mechanism (CVM) was set up at the accession of Romania to the European Union in 2007. It was agreed that further work was needed in key areas to address shortcomings in judicial reform and the fight against corruption. Since then CVM reports have charted the progress made by Romania and have sought to help focus the efforts of the Romanian authorities through specific recommendations.

This report is the result of a careful process of analysis by the Commission, drawing on close cooperation with the Romanian authorities, as well as the input of civil society and other stakeholders. It also looks at a number of important tests in 2016 to further demonstrate sustainability. The sustainability of progress is one of the conditions to show that a mechanism like the CVM would no longer be required. The Commission has paid particular attention to these aspects in its monitoring this year and will continue to support Romania to achieve the CVM objectives. Support is already provided to Romania in many areas under the European Structural and Investment Funds. In addition, the Commission has in 2015 established a new instrument in the form of a Structural Reform Support Service (SRSS) dedicated to providing technical assistance to the reform efforts of EU Member States in a broad range of areas. The Commission encourages Romania to make full use of all the possibilities provided.
