A High Level Group (HLG) on Competitiveness, Energy and the Environment, composed of representatives from the European Union, national governments and business leaders, issued a report on 2 June 2006 calling for Europe’s large electricity and gas companies to split off transmission systems such as the pipelines and grids they control.
